Lohar — the best PvE combination available. Both heal themselves, both deal bonus damage to barbarians and neutral units, and both gain extra experience from them. If you are farming, this is the pair.
Minamoto no Yoshitsune — Minamoto leads, Boudica goes secondary, and forts melt.
Cao Cao — fast, aggressive, and shares the peacekeeping profile.

Where She Falls Off

Being straight about it: in PvP on established servers, Boudica does not compete with strong legendary commanders. She is excellent on new servers and in the early game, and she stays permanently useful as a barbarian farmer and a secondary — but she is not going to headline your rallies in a mature kingdom.
