Quick Answer
Boudica Prime is a legendary archer skill-damage commander. Her single-target active increases the skill damage its target takes, making a developed archer damage dealer a logical secondary. She remains a useful option for an account that already owns her; starting her from zero is a different question when newer archer projects compete for the same sculptures.
Epic Boudica is a separate peacekeeping commander. Her barbarian role and talents do not describe this version.
What the Skills Do for the March
Revenge of the Iceni combines direct damage, a skill-damage vulnerability and a slow. Other skills provide archer stats, protection from incoming skill damage and healing interactions. Expertise adds further archer value and a response to control effects. Those are the relevant mechanics in the Prime skill reference.
The debuff is a reason to examine her as primary: you want the secondary's relevant damage to land during a useful window. It is not a reason to assume she improves every possible secondary equally. Smite and ordinary skill damage need separate treatment.

Compare Boudica leading against the alternative primary with the same troop count, gear and target. A changed equipment preset can otherwise look like a commander-order improvement when it is not.
Skill Spending and Talents
5551 is a commonly discussed planning checkpoint for the first three skills. It tells you where a player has concentrated investment; it does not prove that further skills are irrelevant. Price expertise against the next march improvement and your actual field use.
Boudica Prime has Archer, Versatility and Skill talents. When she leads, focus on the Skill and Archer branches that serve field damage and sustained fighting. As secondary, her own tree does not apply. A full verified allocation is not included in this guide.
Gear and Staying Useful
Archers need a real equipment plan. An affordable coherent set is preferable to scattering materials across several unrelated legendary items. Use Wedge as a formation comparison for a skill-damage march, then look at the actual armament stats rather than choosing by rarity alone.
Stay near the protected side of the allied group and concentrate pressure with it. Boudica's defensive tools are helpful, but they do not turn a poorly positioned archer march into a front-line infantry army. Retreat while you still have enough movement and troops to get out.
Should a new F2P account prioritise her?
Only after comparing the complete archer project with the account's current season, accessible commanders and existing investment. “Still useful” does not mean “always the next commander to build.”
