Quick Answer
The best next commander is the one who finishes a useful march at a cost your account can afford. A completed older pair, a new unlock and a fully expertised creator account are three different comparisons. Do not treat them as one universal tier list.
Choose one fighting troop type first. Keep the next season's availability, the secondary, equipment and healing budget in the same plan.

Existing Investment Versus Starting From Zero
An expertised YSG already on the account can remain useful in a role without making YSG the first new project for everyone. The same distinction applies to older cavalry and infantry pairs. Ask what the next sculptures add, not only how many sculptures have already been spent.
If a new pair needs 1,000-plus additional sculptures across two commanders, its finished potential does not describe the army you can field next week. Keep a functional bridge while saving rather than replacing it with two weak unlocks.
Skill Configuration Matters
An intermediate notation such as 5551 describes skill levels. It is not a universal promise of equal performance to expertise, and it does not guarantee an exact upgrade path at a fixed cost. Positional effects, fourth-skill triggers and expertise interactions can be central to the reason for using a commander.
Read the individual guide before spending reset items. For example, Joan Prime's fourth skill and Imhotep's secondary expertise condition change the practical plan. Smite commanders also need damage bonuses that apply to smite, not a copied skill-damage setup.
Equipment Can Be the Better Upgrade
If the primary has several weak slots, a coherent set can be a more useful improvement than another commander portrait. Compare named item paths in equipment progression, then consider formations and armaments. Do not price the commander in isolation.
How to Read a Tier List or Creator Report
Check the season, troop type, skill configurations, equipment, crystal technology and fight format. A rally test does not settle open field. A duel does not capture all area/support value. A group report can include splash output while concealing an expensive trade.
The published tier reference can help discover candidates, but a date and a letter grade are not independent battle evidence. Use the result as a question to test against the account you own.
Should I expertise every commander before starting another?
No. Finish the investment that makes the current march useful, then compare the marginal value of expertise with the next project. Some expertises are central; others are a less urgent upgrade. The skill kit determines which case applies.
