Rage recovery helps the pair reach another skill cycle. Sustain can keep it functioning longer, but neither justifies staying under several enemy marches. The useful outcome is more affordable time attacking with your group, not an impressive amount of damage taken.

Max Pelagius' active first. Develop his cavalry value and work toward expertise with epic sculptures if he leads your actual field march. His city-defence components are not the reason to buy field investment, but completing the whole commander unlocks expertise.
Talents and Equipment
Pelagius has Cavalry, Garrison and Skill trees. Use Skill and Cavalry priorities for the field. Do not combine a city-defence route and a field route into one weak compromise. A secondary Pelagius contributes skills, not his own talents.

Put cavalry equipment on the primary and use a coherent affordable set. The Vanguard pieces are worth comparing with individual early alternatives; do not assume that a purple item for the wrong troop type is an upgrade. Match the equipment to the army you actually send.
How to Use Him Without Feeding Troops
Move with allied pressure. Cavalry reaches a fight quickly, which means it can also arrive alone. Wait for the group if necessary, focus its target and avoid long chases that remove the march from support.
After a few comparable fights, look at severely wounded troops and healing cost as well as outgoing damage. If the march cannot afford the trades, fewer field marches and more reinforcement duty may be the better contribution until technology and equipment catch up.
When to Move On
Keep using the completed epic pair while saving toward a properly researched legendary cavalry project. Replace it when the new march has usable skills and gear. Simply unlocking an expensive commander does not create a finished army.
Should I use Pelagius for every cavalry task?
No. Map barbarian efficiency, fast travel and field fighting are different jobs. Use a peacekeeping or mobility commander when that specialised task is what matters.
