His Useful Mechanics

Shichisei Hōkoku removes negative/control effects from his troop and damages a forward fan, with additional damage afterward. Skill and Talent Order

Max the active skill first, then develop the field-relevant passives and expertise as epic sculptures allow. The garrison skill is not a reason to choose this commander for open field, but it is part of the route to expertise.

Kusunoki is an early investment. When the account can finish a suitable legendary archer project, compare that complete march against the epic setup. Keep a usable early pair until the replacement is ready; a barely skilled legendary is not automatically an upgrade.

Is he a good city defence commander?

He has garrison features, but an epic commander does not solve the much larger problem of defending against a developed rally. Shield, move or follow kingdom defence instructions rather than relying on the talent label.
