Imhotep is an epic archer support commander. His job is to weaken enemies so your group can damage them more effectively, not to produce the biggest personal nuke. What the Debuffs Do
The High Priest increases damage taken by nearby affected targets. His passives include archer stats, city-garrison health and a chance to reduce an attacker's skill damage. Expertise strengthens the active and adds rage suppression when Imhotep is secondary. The skill reference is explicit about that positional condition.
A personal battle report can understate the value of a support effect helping allied marches. It can also tempt you to excuse an army that takes far too much damage. Support only pays while the march survives in a useful place and your allies can act on the debuff.

Do not put him first merely because he has the Support tree. If the reason for the pairing is his secondary-only expertise effect, reversing the order changes the job you built him to do.
Skills, Levels and Talents
Max the active first and work toward expertise with epic sculptures if you intend to use the full support role. The expertise condition is a concrete reason to finish him; it is not evidence that every account needs him before its main damage march.
His trees are Archer, Garrison and Support. From secondary, those talents do not apply. Prioritise unlocking the needed skills and building the primary before spending experience solely to take Imhotep to level 60.
If you deliberately use him as primary, build for that task and accept that the secondary-specific expertise benefit is absent. No verified full talent allocation is supplied here.
Equipment and Positioning
Equip the primary for its troop type. Avoid purchasing a second expensive set for secondary Imhotep expecting both sets to work together. Use the savings to fix the primary's weakest slot or another real roster bottleneck.
Stay near allied damage and inside the range where the debuff can matter. Do not lead the engagement, and do not wander away from the fight to chase personal kill credit. Move back with your group before the enemy can isolate the support march.
Is low personal damage proof he is bad?
No. His role includes enabling allied damage. Judge that alongside survival and healing cost, and compare him with the alternative secondary your account could realistically field.
