Kingdom Age Is the Whole Decision

Everything else is noise compared with this.

A new kingdom means every account started at the same time. The power curve around you matches yours, the alliances are forming rather than entrenched, and you will go through your first KvK with people at your level. This is the correct choice for essentially every new player.

An old kingdom means established alliances, mature accounts with T5 troops and years of research, and a settled political order. You will be a rounding error in it. The one legitimate reason to join one is that friends are already there — and even then, understand what you are accepting.

How to Check a Kingdom Is Alive

If you have a choice, or you are considering migrating, look for:

Active kingdom chat. Not messages from last week — messages from the last hour.
Alliances with territory. Flags on the map mean organised alliances. An empty map means a dead kingdom. See alliance territory.
Recruiting alliances. A kingdom where alliances are actively recruiting is a kingdom with people in it.
Scheduled events happening. Ask whether the kingdom fields teams for Ark of Osiris.

You cannot see much of this before joining, which is why new kingdoms are the safe default — nobody has had time to abandon them yet.

What About "Best Kingdom" Lists?

Searches for the best kingdom, best country or best empire in Rise of Kingdoms usually surface one of two things, and neither is what you want:
