Hit and Run

Belisarius's speed defines how you play him: engage, burst, leave before the counterattack lands. Against gatherers and isolated marches he is punishing; in a standing fight against a proper infantry line he is not the commander you want — cavalry loses to infantry, and no amount of speed fixes a counter disadvantage.

Speed also makes him useful for map work: grabbing objectives, chasing, and getting out of trouble. Similar territory to Cao Cao, if less extreme.
