What His Skills Actually Offer

Sandstorm damages a forward fan and slows the target. Expertise improves that active, including its target coverage. His passives add cavalry attack, a city-attack effect and healing/speed when leaving combat under the stated conditions. The skill reference distinguishes leaving combat from being routed; do not wait for the march to collapse and expect a clean escape bonus.

The slow helps maintain contact. It does not make every chase sensible. If a target is running back through its own army, following it may turn one possible kill into several enemies attacking you.

Avoid interpreting the Conquering tree as an invitation to attack cities. A city-attack bonus describes a condition; it does not describe the likely losses or whether your account should take that fight.

Join group pressure, land the fan through useful targets and leave before the return path closes. If the march repeatedly fills your hospital, reduce exposure and examine technology, equipment and target choice before assuming another commander purchase will fix it.

Is he only useful for chasing gatherers?

No. His area damage is a reason to use him in early group fights. Chasing isolated targets is only one possible job, and kingdom rules still determine which attacks are acceptable.
